Homeland Security Presidential Directive - 5 (HSPD-5): Management of Domestic Incidents enhances the ability of the United States to manage domestic incidents by establishing a single, comprehensive national incident management system.

The development of the National Incident Management System (NIMS) and the National Response Plan (NRP) are principal components of the HSPD-5 directives.  

One key component of HSPD-5 was the requirement that all Federal response personnel be trained in NIMS and the NRP.   The OFRD online modules provide the basic framework for the Incident Command System and the Department's response to emergencies.

In order to remain consistent with HSPD-5 and to leverage the national standard for NIMS training, all officers are being directed to complete specific courses at FEMA's Emergency Management Institute (EMI) online independent study program.

Required EMI courses:

• IS-100 Introduction to Incident Command System
• IS-200 ICS for Single Resources and Initial Action Incidents*
• IS-700 National Incident Management System (NIMS), An Introduction
• IS-800.A National Response Plan (NRP), An Introduction

* IS-200 should be completed in lieu of the IS-200FW course (not available) at this time.

Instructions for completing the EMI Independent Study Modules:

• Begin by selecting the appropriate course from the IS Course List (http://www.training.fema.gov/EMIWeb/IS/crslist.asp) or select course from list above
• Review course materials by choosing any one of the options listed for the course
• You will enroll in each course when you complete the online answer sheet for the final exam
• When you enroll, be certain to use your correct SSN and the mailing and email address listed on your Officer Summary Page.
• EMI will send you  a certificate of completion.
• Save the certificate for your records (Do NOT forward to OFRD)
• OFRD is working with EMI to enable an automated report of officer course completion.  If this does not materialize, you will receive additional information from OFRD.
