OFRD-Training
OFRD-Training is responsible for the development and implementation of readiness and response training for the Commissioned Corps. OFRD-Training develops and implements topic-specific online modules, face-to-face didactic courses, skill-based workshops and field training/exercises in austere environments. OFRD-Training manages the Online Learning Management System which provides response-related content to the entire Corps. In collaboration with the Office of Commissioned Corps Operations, OFRD-Training teaches the Officer Basic Course to new U.S. Public Health Service (USPHS) officers, ensuring they acquire a foundational set of skills they will use in their agency positions and deployment roles. OFRD-Training is also responsible for developing, executing and coordinating the Corps’ field training/exercises, which enhance team cohesion, build resiliency, improve operational readiness and foster cross-cultural expertise.

OFRD-Response
OFRD-Response coordinates the emergency response and recovery activities of the USPHS Commissioned Corps during domestic public health emergencies, urgent public health needs and National Special Security Events. OFRD-Response oversees the deployment of USPHS Commissioned Corps officers following requests for emergency medical and/or public health assistance from Department of Health and Human Services (HHS) Operating Divisions/Staff Divisions, other US government departments/agencies, Tribal, State/local governments, and non-government organizations. OFRD-Response is the Corps’ principal planning liaison for integration, coordination and collaboration on Emergency Support Function #8 activities as well as all other domestic Corps deployments. OFRD-Response develops and maintains operational doctrine for readiness and deployment of Corps officers to domestic responses, including development of concepts of operations, standing operating procedures and other guidance. 

OFRD-International Operations
OFRD-International is responsible for the coordination of the readiness and deployment of Commissioned Corps officers for international operations, including: humanitarian assistance, disaster relief, emergency response and training.  OFRD-International also serves as the Corps’ principal planning liaison to HHS partner Operating Divisions/Staff Divisions, other US government departments/agencies, and non-government organizations for integration, coordination and collaboration on international response missions.  OFRD-International develops and maintains operational doctrine for readiness and deployment of Corps officers to international response and training activities, including development of concepts of operations, standing operating procedures and other guidance.

OFRD-Information Systems
OFRD-Information Systems develops and maintains the means by which OFRD communicates information to and receives information from the Commissioned Corps. OFRD- Information Systems provides daily guidance to officers concerning the various components of meeting and documenting readiness and Field Medical Readiness Badge criteria. OFRD- Information Systems develops and disseminates reports of programmatic compliance and effectiveness for use by Operating Divisions/Staff Divisions, and other US government departments/agencies, including the Office of Management and Budget. Additionally, OFRD- Information Systems serves as the backbone for team building and management, resource procurement and resource allocation for the Corps’ training and domestic response missions and international operations.
